The Rental Assistance Demonstration for PRAC (RAD for PRAC) program has become one of the most significant preservation tools available to Section 202 PRAC owners\, providing access to long-term Section 8 rental assistance and financing that can address deferred capital needs\, improve property conditions\, and strengthen operational stability. \nThis session will provide an in-depth look at how owners can leverage RAD for PRAC to preserve and recapitalize aging Section 202 PRAC communities. He started with a Performance Based Contract Administrator (PBCA) supporting HUD asset management efforts\, implementing Community Development Block Grant Disaster Relief (CDBD-DR) funding\, and auditing Public Housing Authorities (PHAs). He then became an Underwriter and worked his way to becoming the Director of the Affordable Housing Transaction Division HUD’s Office of Recapitalization\, where he spent the next 11 years processing and then managing a nationwide pipeline of affordable housing preservation transactions for the Rental Assistance Demonstration (RAD) program\, the Section 202 program\, Section 236 program\, and Mark-to-Market program.
