Affordable Senior Housing Preservation Through RAD for PRAC

As affordable senior housing communities continue to age and capital needs grow, owners are increasingly looking for sustainable solutions to preserve their properties while maintaining long-term affordability. The Rental Assistance Demonstration for PRAC (RAD for PRAC) program has become one of the most significant preservation tools available to Section 202 PRAC owners, providing access to long-term Section 8 rental assistance and financing that can address deferred capital needs, improve property conditions, and strengthen operational stability.

This session will provide an in-depth look at how owners can leverage RAD for PRAC to preserve and recapitalize aging Section 202 PRAC communities. The presentation will discuss the program’s structure, eligibility requirements, financing considerations, and implementation strategies, while highlighting how RAD for PRAC can be combined with other funding sources to maximize rehabilitation, improve resident outcomes, and ensure the long-term viability of affordable senior housing portfolios.

Through practical examples and lessons learned from completed transactions, participants will gain a clearer understanding of the opportunities and challenges associated with RAD for PRAC and leave better equipped to evaluate whether the program is the right preservation strategy for their organizations.

Education Presented by John Ardovini, Vice President of Business Development at Hampden Park Capital & Consulting

 John has worked in the multifamily affordable housing industry since 2006. He started with a Performance Based Contract Administrator (PBCA) supporting HUD asset management efforts, implementing Community Development Block Grant Disaster Relief (CDBD-DR) funding, and auditing Public Housing Authorities (PHAs). He then became an Underwriter and worked his way to becoming the Director of the Affordable Housing Transaction Division HUD’s Office of Recapitalization, where he spent the next 11 years processing and then managing a nationwide pipeline of affordable housing preservation transactions for the Rental Assistance Demonstration (RAD) program, the Section 202 program, Section 236 program, and Mark-to-Market program. John has a bachelor’s degree from James Madison University.
