Program Overview: The Any Willing Qualified Provider (AWQP) is a Department of Human Services (DHS) Nursing Facility Quality Improvement Initiative which is being developed and implemented under Managed Long Term Services and Supports (MLTSS). It will require Medicaid certified nursing facilities (NFs) serving MLTSS participants to meet Quality Performance Standards as a means to raise the overall quality of care and provide a basis for future Value Based Purchasing of NF services. Under the program, New Jersey will transition from its current any willing provider (AWP) policy, which requires a managed care organization (MCO) to contract with any NF who would like a contract and complies with the MCO’s provider network participation
requirements, to the AWQP program. The AWQP program establishes the ground work for a NF and an MCO to negotiate a payment rate based on quality and outcomes. This program was
developed in collaboration with the MLTSS Steering Committee’s Quality Workgroup.
Objectives:
This webinar will focus on the following:
• What is the AWQP initiative and why is it being done?
• What are the seven Quality Performance Standards?
• What does the AWQP designation mean for my nursing facility?
• What is a Quality Performance Plan and why will a NF create one?
• What is the appeal process for the AWQP designation and reasons for appeal?
• What technical assistance opportunities will exist and what is the role of the MCOs?
• What is the progressive accountability component and how does this process fit into the
AWQP initiative?
