C1: Best Practices in Supportive Housing Services for Older Adults

HUD & RSC: 1 Credit Hour
This continuing education program offers continuing education credit for Affordable Senior Housing Managers and Resident Service Coordinators to be submitted to HUD. Education covers federal/state senior affordable housing policy, ethical concerns, fair housing compliance, HUD Handbook training, financing green retrofits, supportive services, and solutions for aging properties and residents.
CSH and Pennrose will share valuable insights on best practices in supportive housing services for older adults, who are choosing to age in place in their low-income, senior housing development apartments. CSH is a national nonprofit focused on increasing the number of supportive housing units and quality of services in our communities. Pennrose is a developer and housing provider with extensive expertise in having services in place that helps tenants age in place. Together they will showcase successful examples on how to provide high-quality services to an aging population, and how to coordinate with property management and existing community resources.

Speaker Information
Senior Program Manager, Corporation for Supportive Housing
Cassondra Warney is a Senior Program Manager on CSH’s Metro’s Team (New Jersey, New York, and Pennsylvania). She is a public policy expert with 10+ years of experience managing housing, healthy aging and criminal legal reform initiatives for think tanks, consultancies, and government agencies. Her expertise is in facilitating, consensus building and fundraising to deliver transformative solutions for our communities in need. She leads the New Jersey portfolio, with a focus on increasing affordable housing development and reducing racial disparities in the homeless and housing systems. She also supports the Metro Team’s collaboration on using supportive housing as a de-incarceration strategy for NYC #CloseRikers movement.
Associate Director, Corporation for Supportive Housing
Brian McShane (He/Him/His), MSSP is the Associate Director for PA & NJ for the Corporation for Supportive Housing’s Metro team. He joined CSH in 2019 with over 16 years of experience in Supportive Housing, Homeless Services, Re-entry, and Behavioral Health Services. Brian has experience in delivering training on topics like adapting harm reduction and housing first approaches, de-escalation, supportive housing development, Moving On, and other topics related to supportive housing. In his capacity at CSH, Brian has provided technical assistance to government partners, non-profit providers, and advocacy organizations to expand the implementation of best practices in and access to supportive housing.
Vice President of Community Impact, Pennrose
Shannon Mowery, one of the company’s longest tenured team members, serves as Vice President of Community Impact. In this role she oversees all aspects of Pennrose’s outcomes-driven approach to providing on-site support and resources to help residents achieve their goals. In 2023, her responsibilities were expanded to include oversight of activities related to the Pennrose Foundation, DEI, and corporate citizenship. Shannon is also responsible for new program design and implementation and working with Pennrose Development team members. She is responsible for developing and managing community partnerships for all future developments, including those needed for low-income housing tax credit and Federal HOME Loan Bank applications, as well as ensuring that every site within the 170+ property portfolio meets the individual program obligations that were a part of each property’s original plan.
Regional Vice President, New Jersey & Pennsylvania, Pennrose
Jacob Fisher serves as Regional Vice President. In this role, he oversees all development activities in New Jersey and Pennsylvania. Jacob brings more than 10 years of experience to Pennrose and has been instrumental in working with partners from the public, private, and non-profit sectors to bring development projects to fruition. Jacob has secured financing and led award-winning development teams on more than 1,100 units of new housing, with a total investment well more than $300 million.
